Early Beginnings
The Dallas County Jail traces its origins back to the mid-19th century when Dallas County was officially established in 1846. The first jail, a small, wooden structure, was built shortly thereafter in 1850. It had a limited capacity and was primarily used to house inmates awaiting trial. As the city of Dallas began to grow, so did the need for a larger and more secure facility.

Establishment and Early Years (1856-1900)
The Dallas County Jail was established in 1856, just a few years after Dallas County was officially formed. Initially, the detention center was a small, modest facility located on the corner of Main and Houston Streets. It was designed to accommodate the area’s growing population and the need for a secure place to house those who had violated the law.
The first jail was a simple two-story brick structure, featuring cell blocks on the upper floor and living quarters for the jailer on the ground level. As the population of Dallas County continued to grow rapidly, the need for a larger and more advanced detention facility became evident. In response to this demand, a new jail was constructed in 1885, situated at the corner of Elm and Houston Streets. The new facility boasted state-of-the-art security features and improved living conditions for both inmates and staff.
Expansion and Modernization (1900-1965)
In the early 20th century, the Dallas County Jail underwent several renovations and expansions to accommodate the increasing number of inmates. In 1913, a new six-story facility was built at the corner of Main and Record Streets. The new detention center was designed with modern amenities and security features, including a large courtyard for recreational activities and a more efficient layout of cell blocks.
However, by the 1950s, the jail was once again struggling to keep up with the growing inmate population. In response, a new jail facility was constructed in 1955. This detention center, known as the Lew Sterrett Justice Center, was located at the corner of Commerce Street and Riverfront Boulevard. The facility was a vast improvement in terms of space and amenities and was considered one of the most advanced correction facilities in the country at the time.
1965-Present
The 1960s marked a significant turning point for the Dallas County Jail, as the focus shifted from mere confinement to rehabilitation and reintegration. Educational and vocational programs were introduced, aiming to provide inmates with the necessary skills to lead productive lives upon release. The detention center also began to emphasize mental health services, drug and alcohol treatment programs, and various counseling services.
In 1993, the Dallas County Jail expanded once again with the opening of the North Tower Detention Facility. This facility, situated at the Lew Sterrett Justice Center complex, was designed to alleviate overcrowding and provide a more efficient and secure environment for inmates and staff.
Over the years, the Dallas County Jail has continued to adapt and evolve to meet the needs of the community and the criminal justice system. The detention facility has implemented numerous innovative programs, such as the Inmate Programs Division, which offers life skills courses, parenting classes, and support for victims of domestic violence. Additionally, the jail has established partnerships with various community organizations to provide essential services and resources for inmates during and after their incarceration.
